Key Challenges and Chinese Solutions for SOTIF in Intelligent Connected Vehicles

智能网联汽车(ICV)是全球汽车工业转型和发展的关键战略焦点,对提升驾驶安全、改善交通效率和实现低碳交通具有重要意义。然而,在ICV的发展中,由于系统复杂性提升,以及动态和挑战性的场景层出不穷,预期功能安全(SOTIF)问题已成为ICV研究和商业化面临的最关键障碍之一。本研究从全球ICV相关事故出发,强调了SOTIF问题的紧迫性,并总结了SOTIF发展面临的关键挑战,包括ICV的长尾场景问题、系统复杂性和多样性,以及人工智能算法的不透明性和不确定性。为解决这些挑战,提出了包含离线安全设计与开发、车载安全监测与防护以及主动持续学习与成长的覆盖ICV全生命周期的中国解决方案,为推动ICV的安全产业化提供重要指导建议。

Independent Development:The Way to Build up the Strength of a Country

The paper expounds the significance of independent development in the fields of politics, military affairs, economy, security, science and technology, etc. It suggests that most of industries in China be provided with the capability of independent development and international competitiveness within 10〜15 years. It analyzes the possibility for achieving this goal. The paper also suggests that the environment favorable to independent development be created in the aspects of ideology, spirit, laws and regulations, policies, system as well as dissemination and public opinion.

According to relevant estimation, the recoverable reserve of shale gas in China is up to 20 to 30 trillion m3. Although shale gas reserves evaluation is still in the early stage, it quite sure that China is one of the countries who are rich in shale gas resources. If developed subject to current gas annual production, it can be developed for more than 200 years. At present, many companies home and aboard focus on shale gas and compete it in China, and it is expected that shale gas will be the substitution of conventional energy resource in China. Thus the exploration and development of shale gas will bring great effect not only on China but also on the world. However, due to the tightness of shale gas reservoir and its permeability is as low as 10-9 Darcy scale, if especial stimulation treatments are not taken, it would be very difficult to achieve the goals of commercial development. For the moment, America is the only country in the world that is successful in commercial development of shale gas and its technology and commercial operating mode has been very mature too. CNOOC has invested more than 1 billion US dollar to buy 33.3 % interest of Eagle Ford, where its reserves reach about 600 billion m3, and where its development prospect is valuable. In order to get a comprehensive acknowledgement on the development technology, the author, as a leader, accompanied by a professional team has had a tour observation to Eagle Ford in America and has got a further understanding on key technologies in horizontal drilling and multi-stages fracturing etc. Meanwhile the author also has analyzed the relevant supporting policy framed by USA government, which will be important and valuable for shale gas exploration and development in China.

Tourism development is one of the important channels to realize the economic transformation of closed coal mines. The suitability and modes of tourism development at mining sites of coal resource-based cities are determined by their tourism development potentials. How to measure the tourism development potentials of mine sites and identify their development types has become an urgent research topic in the field of tourism development. In this study, we established a model to measure the tourism development potentials of mine sites from three aspects: mine tourism resources, mine development conditions, and urban development environment; we also completed the empirical research on the tourism development potentials of mine sites in China’s coal resourcebased cities. The results show that mine sites in coal resource-based cities have distinctive tourism development potentials and the top ten cities with the most comprehensive potentials are: Xuzhou, Handan, Zaozhuang, Xingtai, Jiaozuo, Zhangjiakou, Datong, Huainan, Pingdingshan, and Fushun. The spatial pattern of development potentials presents the clustering feature as “two core regions and three centers.” Therefore, the coal resource-based cities should choose their development modes according to their different resource values, development potentials, and spatial patterns. Tourism development plans of mine sites shall be timely formulated and a new mechanism that is guided by government and cooperated by multiple parties should be established for the mine site tourism development, thus to develop the tourism functions of mine sites.

Exploration and practice of offshore oilfield effective development technology

More than 4 billion tons reserves has been found in China´s Bohai Bay. However, most of the reserves are from heavy oil, which is hard to develop. The offshore heavy oil development could neither directly use onshore experience for the reference nor learn from international example. In this paper, the main challenges were analyzed and presented for offshore heavy oil development based on the characteristics of offshore oil field. The advanced heavy oil exploitation technology was integrated into the technology system, which was successfully introduced to develop the offshore heavy oil field named by international experts as one of the most challenging technologies in the 21st century. With the novel "THREE ONE MODE" and "BEE MODE" developed, many marginal oil fields can be developed economically in Bohai Bay. And the Optimized Fast Drilling Technology adapting to offshore oilfield development was developed which could significantly reduce the drilling cost. In order to achieve the further growth of producing rate and enhanced oil recovery in Bohai oil field, the novel mode of offshore heavy oil efficient development was established after a long-term technology research and field practice. Different to the conventional development mode, this mode does not emphasize the primary, secondary, and tertiary recovery stages. It is a series of technologies which integrate, optimize, innovate and comprehensively apply in the three stages to increase production rate in early stage and prolong the high speed development time. It makes early stage water flooding, polymer flooding, polymer injection while water flooding as the policy of development technologies. Polymer flooding,as the main EOR technology, with drilling and production support technology system in multilateral wells, limited sand management and electric submersible progressive cavity pump technologies are integrated in the oil field operation to obtained the maximum benefits in the minimum time. With the efficient development mode of offshore oil field, NB35-2 heavy oil field in Bohai Bay, with the most viscous heavy oil in the world, was successfully developed. And currently the mode has been widely applied to more offshore oil fields. The theory and practice offers not only a novel method to develop China offshore oil field but also new ideals for the development of global offshore oil fields, especially for the heavy oil fields.

Opinions on Xinjiang in the Development of Western Region of China

Xinjiang Uygur Autonomous Region is the largest province of China. Xinjiang Production & Construction Groups is a very important part of Xinjiang as a special organization form. The region should be able to accomplish much in the development of western region of China in light of its special geography condition, cultural tradition and natural resources. Xinjiang´s development must have its own characteristic. The region should tighten up environmentel protection, make full use of light and heat energy, build water - control facilities and improve irrigation technology. It is important to change people´s thinking and the function of government. It is badly in need of administrative personnel. The region should change the simple planting structure of grain and cotton, increase the proportion of animal husbandry, especially High - Quality Fine Wool Sheep in agriculture. Development of western region of China is of momentous pcactical significance and far — reaching historical significance. We should combine current benefit with long - term development, so as to realize the strategic target early.

Difficulties and measures for security development of Puguang high-sour gas field

Considering the high-risk characteristics of the high-sour gas field development, China Petrochemical Corporation follows the management concepts focusing on safety all the time in the project construction and makes safety the first precondition, primary basis and essential guarantee for the gas field development. By means of strengthening the key links such as standard establishment and implementation, technical innovation, new equipments and new materials R&D and application, system supervision, etc., it overcomes the superior difficulties with high technology and handles the high risks with system control. As a result, it has built the first ultra-deep and high-sour large gas field of China with the scale of over 10 billion cubic meters and the second largest high sour gas purifying plant in the world in 3 years. Meanwhile, it has summarized a complete management mode for developing domestic high-sour gas fields and formed the supporting technologies and specifications for developing high sulfur content gas reservoirs safely and effectively, which has important popularizing and guiding meaning on developing similar gas fields.

The Path for Green Development and Utilization of Energy in China

The green development and utilization of energy is an important component for the new energy security strategy and the ecological civilization in China. To promote energy production and consumption revolution, this study first summarizes the development status and challenges of China’s energy sector, and elaborates the concept and principles of energy green development and utilization. Subsequently, an energy green development evaluation model and an energy utilization system evaluation index model are established to evaluate the economic and environmental benefits of the energy green development and utilization approach; development goals are then predicted for 2030 and 2050 using these two models. The energy green development and utilization can be implemented from two aspects. In terms of energy distribution, China should focus on the clean and efficient development and utilization of fossil energy, the large-scale development and utilization of clean energy, and the intelligentization of energy systems, particularly emphasizing green coal engineering, oil stabilization and gas enhancement, and energy intensification and conservation. In terms of scientific and technological innovation, China should promote breakthroughs for the safe, efficient, and clean utilization of coal; develop key technologies for deep-seated and unconventional oil and gas exploration and development; and advance scientific and technological innovation for large-scale development and utilization of clean energy. To build a clean, low-carbon, safe, and efficient energy system, suggestions are proposed in terms of energy management system innovation, energy price marketization, performance evaluation, and technology innovation system.

Hydro Power Development at the Yalu Tsangpo River

As the largest river in Tibet, the Yalu Tsangpo River (hereinafter referred to as the river) is abundant in hydropower resources in the range of 113 GW. The river has a “U”-shaped elbow in the Great Gorge area to form an ideal site for a gigantic hydropower station of 40 GW——the largest in the world to date.With the foregoing background, this paper outlines a preliminary project program in this regard. In the opinion of the present author, the mountain should be tunneled at an appropriate point to form a massive hydraulic head of 2280 m. The entire project will be divided into three phases with 12~15 GW implemented at each stage.The electrical output of the first phase can be supplied to Southeast Asia and that of the subsequent phases to southeastern China (especially Guangdong Province). The cost estimated for the project is less than that of the Three Gorges project due primarily to the fact that there is no need to consider such factors as flood control, shipping rerouting and population resettlement, all of which translate into immediate economic benefits. Meanwhile, the project will set four straight world records, namely, the largest hydropower station, the largest generating unit, the highest waterfall and the largest gorge. As a result, the project is of immense significance to the sustainable development of Tibet and to China as a whole, and is also bound to exert tremendous international influence. Due to the complexities and size associated with the project, a huge number of difficulties and problems must be fully addressed beforehand. It is hoped that all the involved difficulties will be discussed and analyzed in-depth with a view to reaching scientific and practical conclusions for the project.

Freshwater resources are the material basis for human subsistence and economic and social development. The problem of water resources is very severe in the process of development in the northwestern region of China. This paper further discusses the problem concerning the implementation of the uprinciple of harmonious co-existence of man and nature” during the development of the northwestern region, and suggests that in the process of exploitation and utilization of water resources in the northwestern region it is necessary to consider issues from the fact that the region has only a small total amount of water resource but very large annual evaporation and very small annual precipitation. Efforts should be made to broaden sources of water and economize on water, prevent various kinds of waste of water resources, raise the effectiveness of water use, reduce water pollution, recover water resources and improve the environment. It is advisable to take actively the way of “storing water under the ground”,expanding groundwater and developing groundwater rationally, and meanwhile to adhere to expanding usable freshwater resources continuously.

Advantages of Copper Resources and Prospects for Their Exploitation and Utilization in Tibet

Copper resources play an important role in the development of national economy. However, there is a large gap between supply and demand of copper resources in China. Tibet is a province with the most abundant copper resources in China, so the scientific and rational exploitation of copper resources in Tibet plays a very important role in ensuring the sustainable supply of copper resources in China. This paper summarizes the distribution characteristics of Tibet’s copper resources and the advantages and disadvantages for exploiting copper resources in Tibet. It proposes that we should adhere to the concept of scientific development, construct green development bases for copper resources in major metallogenic belts in Tibet, accelerate scientific exploration and orderly development of copper resources, correctly handle the relation between resource development and environment protection, and give full play to the economic, social, and environmental benefits brought about by the exploitation of copper resources, to promote the steady development of Tibetan society and achieve the goal of targeted poverty alleviation.

According to the discussion of the development course and the current situation of the air pollution treatment technologies in China, the choke point of the research and development (R&D) pattern for air pollution treatment technologies is analyzed and a new technology development pattern is founded. The core of the pattern is multi-scales and system class simulation. The key point experiments and engineering regression are used as assistant instruments. This new pattern is successfully used to develop the flue gas desulfurization and denitrification technology for high capacity power plants. And the technology has already realized the large-scale application. Using this pattern, a new technology can be finally developed and made it maturity in a short period.

Sustainable Development and Utilization of Chin a´s Water Resources in the 21st Century

The water resources in China are characterized by uneven regional and seasonal distribution. These features result in frequent droughts and floods, and unstable agricultural production. Per capita available water resources, ranking 108th worldwide, is very low although the country ´ s total is 2 810 km3. Regional distribution of water resources does not match that of land resources and an imbalance between water demand and supply has occurred seriously. With the growth of population, the industrial and urban water demand increased rapidly. The development of irrigation, affected by the lack of water resources, has basically been brought to a standstill. The sustainable social and economic development is facing greater challenges than any other country of the world. Moreover, owing to continuous deterioration of water environment and lack of construction funds, the water resources problems have become important constraints of social and economic development in China. This paper discusses the water problem and the countermeasures for sustainable development in 21st century.
